My retirement from government in 2013 made it possible for me to accept a long-standing offer to serve as an adjunct professor at Puerto Rico’s Inter-American University where, among other courses, I teach the US Government course. One of the elements I emphasize in my course is that virtually every clause in a constitution has a history, has a raison d’être, and is recognized as a response by the forefathers to a historical situation.
