By noting that customers of the Puerto Rico Electric Power Authority (PREPA) pay the lowest electricity bills in nearly a decade, the municipal insurer Assured Guaranty asked yesterday the Board and Governor Ricardo Rosselló Nevares to decree an increase in the electricity rate that allows that public utility to continue to operate and access capital to improve its facilities.
